kids under 8 or 4'9" require safety seats

Okay the age part I understand and to some extent the height requirement. But what of older children or adults under 4'9" in height? Are they required to be seated properly and securely as well?

If that's the case, one of my managers at Home Depot will need a safety seat come Jan 1st.:D

My niece will never be over 5'0! I wonder how long she will have to be in a carseat??!
