Usually, the HDOA is concerned about alien pests being imported into Hawai'i. This time, they are worried about a pest that has been in Hawai'i since the late 1800s that could harm fruit trees (http://www.honoluluadvertiser.com/apps/pbcs.dll/article?AID=/20070503/NEWS/705030360/1001)on CONUS.

The federal government yesterday ordered a quarantine restricting shipping of Hawai'i's plant exports — including flowers, lei, fruits and vegetables — to stop the spread of the light brown apple moth that threatens crops in California.

The quarantine order says that nearly all plant material will need to be "visually inspected and certified as free of (the moth) ... before leaving the state."

No one is sure yet how the export quarantine will affect Hawai'i's ability to ship fresh flowers and lei to CONUS.
