Do U.H. Football cut players?

When I was at U.H. in the 1990s, I recall reading U.H.'s program is that they don't cut anyone off from the football team. There are many walk-on and guys that will never play. But they still show up for practice, etc, etc. That's why the team is 1XX+.

Is this still true? Or did I hear wrong?
