State pays for pollution

This report (http://www.honoluluadvertiser.com/apps/pbcs.dll/article?AID=/20051007/NEWS11/510070352) in the paper about the EPA fining the State 52 million for pollution is something that WE all have to pay for.

I see that most of the violations were on O'ahu. Why doesn't the CITY and County of Honolulu get fined and billed too?

Oh, don't worry. The city gets dinged and fined (http://yosemite.epa.gov/r9/r9press.nsf/268400f6f4b727f288256b6100659fe6/4b1c228aeee924dc88256e130060f8fb%21OpenDocument) by the EPA, too.
