After working for the DOE for over 20 years I'm not surprised that a school finally got caught for trying to give it's students an advantage for test scores.
Waianae is not the first school to coach and "cheat" to get better scores... they're just the first to get caught.
The school I work at ( a large High school in Hilo) cheats every year by letting all the students finish the test( all these test are suppose to be on a time limit).
I think because the school(admins) will just get a "slap on the wrist" if they get caught they will risk "cheating" to make thier school's scores look good .
