That's possible, but it looks & sounds a little bit different.

An Irish accent is quite different, but it also has this characteristic of ending many phrases with a rising pitch.

Still! 3.5 years after I put it on this list! I especially hate it when you're trying to tell someone something important and they keep interrupting you with this. THIS HAS NOT BEEN FUNNY FOR A LONG TIME AND IS NOT FUNNY NOW! GO FIND A NEW JOKE!! Grrr.

the ones that I hear now & then, when others speaks to me, & in every conversation sound like a question (on the phone), when they are actually telling me something....In Example: I am going to the the store? to buy some groceries?, then go to the gym later? etc.

Ah yes, "Up Talking".
