Before COVID-19 hit they were planning on giving us the Holo card around the May 2020 time line but between TheBus saying that the April 2020 bus pass will be good for May 2020 and COVID-19 causing the workers to stay at home starting in late March 2020, they issued us the Holo cards in late March 2020 and also stopping the payroll deduction as well.
I was able activate the card and put in some money to it. I tried it out a few times just to get the hang of it because in about 2 weeks I will really need to use it.
As far as the privacy concerns, yes you can check on the web (via password protected) your transactions but it will only show where and when you got on. It does not log (because you don't swipe when you leave the bus) where and when you got off.
Also the Holo card doesn't have your name stamped on it, it only has numbers on it.

On this island, I watch the traffic at various times of the day and count how many vehicles contain just one person, the driver. In almost all the cases, I can count at least 20 vehicles pass before a vehicle containing at least 2 people or more and those were County or utility company maintenance crews. Even State vehicles had only the driver.

The cap is meant for the number of times you are charged in certain time period not on the number of rides you can do in that same time period.
Example, in the proposed fare structure for adults, the monthly fee for the Holo card is planned to be $80 with single rides being charged at $3. The monthly cap is 27 rides. For me, at worse case going between home and work is at 4 rides a day. So given 5 work days a week and with at least 4 weeks in a month I would be doing at least 80 rides/month. At $3 a ride my Holo card (which I don't have yet) would be charged $240/month. With the monthly cap at 27 rides, the Holo card would only be charged at most $81/month. I know there is an issue about paying $80/month while I be charged $81/month but having a slight extra balance of around $10 would be useful but that is way better than having around an extra $160 or so a month.
