It would make sense that the series is set in Sacramento since that is the state captial of California and the group is a state wide police force. I suspect the group gets involved in cases the local police force can't handle it or when it crosses different city limits.
I am kind of wondering if the CBI guys fly to the exterme limits of the state or they just drive very long distances but don't make a point of it in the episode.

I'm as addicted to this show as much as my other two favorites:
Law & Order (whatever variety) and Medium.
The title part, Patrick Jane (Simon Baker) is just so knowledgeable and arrogant! It's like because he can read people so well, he knows just what he can get away with (like tweaking a rich creeps nose cause he knows the guy won't press charges because he knows it would make him [the creep] seem "petty!")
It makes Thursday nights worthwhile again!
It does have some poignant parts as well - a cop series set in Sacramento, after all - but it is the humor and insight that really makes this show.

Sort of noticed that Patrick Jane doesn't have a desk at the CBI but rather he always resting on a couch when in the office.

It is a break from Procedural cop shows. And also, the star is certainly easy on the eyes....
