    True, there is a difference between the EA and EIS. I'm sorry for blurring the two together. I'd like to think that tens of millions of dollars is an exaggeration for an EIS but given the way the State operates, perhaps not.

    The State apparently did not give a LEGAL RULING, it gave an administrative ruling. Hence the court disagreeing with the State's waiver and ruling that the environmental studies must be done.

    and you are also correct that I am unaware that environmental groups who are unconnected to the Superferry have applauded the Superferry for raising the bar in terms of what everyone else should be doing. I thought many of the concerns about the lack of EA/EIS were raised (and taken to court) by environmental groups concerned about the lack.

      That's okay. But it's a very critical and crucial distinction between the two, so to avoid misunderstandings it's important in any discussion to be sure everyone is on the same page.

      I'd like to think it's a high estimate too, but we all know how things go in Hawaii. If they're saying it'll take two years, we can pretty much count on four years. And we can definitely count on massive cost over-runs.

      Which the COURTS approved and confirmed, at the time. The courts have now reversed their own opinion.
      And it was indeed the state's legal ruling. Remember who appoints the judges,

        Although the combined Senate committees who heard testimony about SB1 to bail out HSF appeared to have voted to pass it, when you break down the actual results, it comes out looking slightly different: there were 3 affimative votes, 4 negative votes and 7 "with reservations". Should the WRs be counted as affirmative or negative votes? I think somebody should try to pin down those "WR" folks to find out how they really feel about SB1.

        Henry Curtis, of Life of the Land, supplies the following explanation and his own prognostication of what it all means:

        The Senate Bill must pass the Senate and be sent to the House. Traditionally the second body ''gut and replaces'' the contents with their bill.

        Similarly the House Bill must pass the House and be sent to the Senate where it will be changed into the Senate version.

        One or both bills may pass the second body, at which point the first body can accept the changes, or send the bill to a joint House-Senate Conference Committee.

        To serve on a conference committee a Legislator can not have voted against a bill. Thus those with concerns vote YES WITH RESERVATIONS so as to be able to serve on the conference committee.

        The Senate Bill was amended to be Senate Bill 1 Senate Draft 1 (SB1 SD1). Three committees voted on SB1 SD1.

        The votes were

        YES (3): Senators Slom, Espero, Inouye

        YES, With Reservations (7): Senators Taniguchi, Hee, Gabbard, Nishihara, Trimble, Menor, Ihara

        NO (4): Senators Kokubun, English, Hooser, Tsutsui

        This bill is in trouble. The dissent wanted a stronger bill with more provisions.

        The House held an 11+ hour hearing with between 10- 22 Representatives present at any one time with no breaks for the public and where the first 6 hours were devoted to testimony and questions for governmental witnesses. They took almost half a day to hear just 36 witnesses, then the House then passed a bill without dissent (it appears that underneath the unity there is a boiling resistance)

        House Testifiers:

        Superferry: 6

        Community Yes: 10

        Community No: 13

          For those who where there at the house hearing, how many people testified from the community. Last my friend looked, dozens of folks had emailed testimonies planning to speak. This was right after the hearing was announced.

          Aside from that, I think this thing will probably pass or some form of it. If it keeps getting through comittees and floor votes, that's a real good sign. Plus Lingle is behind it as well.

          • Somebody please tell me why alot of l the laid off Superferry employees were clapping at this? As if a High School "Dis Session" rather that a special session.

              What happened in the House today, with an extra effort Rep. Morita from Kaua'i made to try to improve the House version of the bill (which has now gone to the Senate, without revision) that was voted down.

                    As I have said many times Star, there is NOTHING WRONG pinching pennies and saving a nickel. And you know darn well something like that as shown in that video have never made it to market and that the FAA will never let ANYONE including you or me ride on the wings.

                    Again, Star for your reminder here are all the nickels I and many others have saved because GO is in this market!



                    These are the nickels, pennies and quarters that over time add up to serious dollars that Star and others like him do not want us to save in our never ending quest to be good consumers in a very costly Hawaii market. They would prefer us to spend more than $100 per one-way trip utilizing 1 or 2 monopolistic airlines.

                      Star of Gladness, I'm willing to bet there would be people whole complain about using that here too.Maybe more so than the HSF. Look at all pollution that

                      But I'm curious why are you doing dinging Mel for wanting to save money. It is EXTREMELY EXPENSIVE TO LIVE HERE. Are you independently wealthy,

                            Mel should be applauded for living within his means and utilizing the fare war to his advantage. Being FRUGAL in NOT CHEAP!

                            SOG is probably a "star" in her own estimation and no one else's.

                              I've seen Mel get just as sanctimonious as anyone here --- and that's fine with me. He's got his opinions, he shares 'em with us; SOG has hers, she shares 'em, too. They each have their styles - sometimes straightforward and factual, sometimes petty and sniping. Most of us weave back and forth between those positions.

                              Aren't we lucky that we can all be the beneficiaries of a range of opposing viewpoints on HT? I enjoy less bitch-slapping and more courteous debating, if you please. But that's just MY opinion.

                                hi this is sansei and in my own humble opinion, i in a way agree with the enviromentalist and that The Governor shouldnt be the one who say's what speed the HSF should be at and that the Enviormentalist's should be the one's making a Draft of their bill to say what the HSTF should at What speed they should go and be aware of the whale's and not to overlook with the Envasive speice's and those are my Thought's on this subject.
