OTOH, some analysts think we shouldn't delay.

Of course, in Hawaii, it doesn't matter anyway. We're getting kicked out of Haleakala and the tower on Ulupalakua is mainly digital transmitter.

I'm curious as to how the law is worded. I think it's simply a deadline to turn off the analog. So unless Congress passes a law to mandate keeping the analog on, the switchover may happen anyway if there's some contractual issues for the stations.

Can the Congress and/or FCC enforce a law to make OTA TV stations from switching off their analog transmission?

I'm sure they could if they put their minds to it. But it would be a big change legally. Up to now I think a station would risk loosing it's assignment if it goes off the air too long. But most of them are loosing that frequency anyway.

Not a single station has updated their PSIP date/time signal since the blackout on Oahu (some of the stations are still transmitting a date/time for 1996/7, others are about 5 hours off 'real time'), so they obviously don't know what they're doing with the new equipment (also numerous and various glitches, such as audio loss, noisy cuts between segments, etc.). OTOH, I haven't been able to pick up a decent analog signal from channel 2 for many months. Can't go backward, so best go forward.
