What kind fiber optics?
This seems to indicate that we have or had fiber optics in 2002:

The only company offering residential FTTH (Fiber to the Home) is Sandwich Isles Communications. Who only currently serves DHHL homesteads. As far as I understand there is some homesteads that currently get this. The rest get ADSL + 2 (like Hawaiian Telcom offers).Check out my blog on Kona issues :

Fiber to the premise is VERY expensive.
Cable can offer 10-30Mbps, and with the introduction of DOCSIS 3 can bump it up to 50+
HT can theoretically do 10+ without FTTP
Until things get more stable, and HT can make a billion dollar investment you won't be seeing FTTP anytime soon.
Why exactly do you want FIBER to your house anyway?

Sandwich Isles Communications is hoping to purchase HawTel and use the same low cost USDA RUS loans to improve HT's aging infrastructure. However I've gone into great detail on my blog why there is a lot of problems with this plan. For starters, these loans are only supposed fund infrastructure in areas with less than 5,000 in population. On top of that, SIC's doesn't have the regulatory clearances (They only can serve DHHL lands),and their financial and business plans are very questionable.Check out my blog on Kona issues :
