I was about to suggest it was Ken Alfred? Alford?, but that, of course, would be Sheriff Ken.
Then I remembered: Tookie Evans - but surely Tookie was not his "real" name?

Perhaps, Kani Evans was him? I do have pictures of Sheriff Tookie and Kani Evans and they appear to look similiar. Perhaps they are one in the same!
