submit as soon as possible paying the expedite fee.

You will get it sooner than what the website listed.

I did the normal processing time and it said 4-6 weeks but it really only took 13 business days (after they received it) including shipping to me. t

Your time may vary but thats how long it took for mines and i just did mines last month (march)

Had the same experience - sent regular, they cashed my check a week later, and only took a couple of weeks after that
