    For those too young to remember, President Ronald Reagan cut most of the Federal funding for mental health, drug, and homeless intervention. His brand of "compassionate conservatism" felt it was the States' and local private organizations responsibility and they should step in and address this very complicated issue. Although some States and local churches have done their best to provide services, it has proven to be insufficient to address the problem. I don't like it any better than the next person. In my opinion, there needs to be a National mobilization led by the Federal government with adequate funding. I agree with Elizabeth Warren there should be a 2% tax on the wealthiest of the wealthy in the US to be used for programs to find solutions. In the meantime things just go from bad to worse.
