How much to tip taxi?

I usually take short cab trips. If the fare is only $11.60, and it's just me and no luggage, how much tip should I give? I've been giving $14.00, which is 20%... do you think it's fair?

I tend to say things like keep the change. So I would either give a $10 and a $5 bill, or a $10 bill and four $1 bills for your example.

If I had given a $20 bill, I would have ask for $5 in change.
