What does it take to get a 2-wheel license? Can you moped w/o a license? Does he need to start with s put-putt 160cc

For a moped under 50cc, even ones called 50 are 49cc actually, it takes a regular car drivers license. That way the rider knows the rules of the road.

Anything over 50cc takes a motorcycle license and insurance.
To get a motorcycle license you first past the permit test, then ride your vehicle through the obstacle track to show competency.
