The old condo law was used to split up ag lands (read subdivide) without paying development fees or building infrastructure. Lots of abuse flowed through that loophole.

Yeah, let’s hope UH Urban and Regional Planning professor Evan Dobelle rectifies that problem with his “research paper” the state is paying him $1.8 million to write.
