Kum Chee Korean Restaurant in Waimalu. It's $17 for adults, GREAT big bone kalbi, shrimp tempura and all the usual cast of Korean favorites. It's in the building that used to have Elephant and Castle and now has Vim & Vigor.

Are any of the Sheraton buffets in Waikiki under $25? (maybe only the Princess Kailani breakfast buffet at this point) If so, it's worth a try.

Todai is a great buffet to go to just over the $25 price range you've asked for.

If you'd like a yakiniku buffet the Camellia has a great buffet for lunch.
