It was a brush fire that engulfed a van with someone sleeping in the van.

I'm guessing that he/she was homeless and living out of their van, and camping out by the fort for the night. Some short circuit in the van, and voila--bum flambee.

It might have been a suicide. They probably wouldn't say much more then that if that was the case. But it does sound they know what happened.

This reminds me of a Monty Python skit when a police inspector reasoned that the victim shot himself and then hid the gun.
