Again, this depends on what you do to them. If you make modifications to the moped that cause it to exceed the HP or speed limits set out for them without violating the law regarding mopeds, you can have your vehicle registered as a motor scooter and then you must buy insurance for it and have a motorcycle license to ride it. Again, not something I'm interested in doing, but it's possible. Like I said above, if you're going to go to all that trouble, you're much better off just buying a motorcycle, IMO.
