It is. It's a non-amphetamine treatment for ADD/ADHD.

As with amphetamines, those who don't suffer from ADD/ADHD get hyped-up on ritalin.

It's not a "smart pill." It enables a person to study longer (mainly because it keeps them awake) and those who abuse it claim that it allows them to focus and increases their ability to concentrate.
