Why are commercial ads for movies use "Inspired by True Events" instead of "Based on a True Story?"

"Inspired by True Events" would mean the setup of the story was based on true events but the characters and the outcome can be changed to suit the writers view. Whereas in "Based on a True Story" not much changes from the actual event.
