What’s far more interesting to me, is that Board member Cec Heftel is not recognized as having participated in the final vote. Even to abstain. Was he in the bathroom? Or did he run for the hills, not wanting his name associated with a controversial decision?

One would think the list of members present should be there as well, but it seems to start in the middle of meeting. I think that's fair game. Perhaps you should write to the DOE and ask for that information.
