alright, i finally complained because the supervisor didn't call me regarding the upgrade. after i called them at lunch today, the same tech called me back and directed me to the nearest HTC store to switch out my modem. it would then take four days from that day for the process to complete.
does this sound right? will i have problems when i finally go to the store?

Ok. I'm gonna call these guys again, but I think I'll amass all my reports on this thread, timestamp 'em, and have all that ammunition ready.
I never have gotten a phone call back since I called last Friday night (I think it was Friday; see why I have to go back to collect all my reports?).
8:50 tech picked up. She says the trouble ticket was sent to local analysts and they couldn't find anything, so it was sent on to some other place. I was able to get the ticket number from her, which is more than I had before.
I mentioned my speeds, and she said "that's actually faster than some of the complaints we're getting."
Ick. Still getting 900-1000 kbps. But I'm noticing yucky first-hop ping times. First hop is normally 7-8 ms.

I just had a tech knock on my door. He found a weak section of cable somewhere up the hill, so he's gonna report that.
Meanwhile, he replaced a jack and removed some plugs and filters, and it's now about 971/365 from the Seattle server. Still not great, but a little better. We'll see what happens if/when they get that physical cable replaced.

Okay, so I got my new Westell 6100 router/modem on Tuesday. Fortunately I got connection on the same day. Unfortunately, I had to configure it to act as a modem only so that everyone in the house can get connected. Worse, the numbers are only slightly higher.

Congratulations, Steve your speeds are back. I'd keep an eye on it
using the UH speed test though. The latter should show your speeds
more accurately than mainland sites.
Yes absolutely there is something wrong with your connection if
you signed up for the 3Mbps/768K service, which likely you did.
You should be getting 2300k-260k (2.3Mbps-2.6Mbps) and
about 600-700k
I would immediately call up HawTel and get a trouble ticket.
